Section 6.08 - Reference Brief
DOC-REF: FRC-VS-SRP
FedRAMP vs StateRAMP / GovRAMP
Cloud service providers evaluating government market entry often weigh both FedRAMP and StateRAMP (rebranded GovRAMP in 2025). The cost difference is dramatic, but the market access is fundamentally different.
FedRAMP Moderate
$800k - $2M+
12-18 month timeline
GovRAMP Category 2
$50k - $200k
6-12 month timeline
Section A. Side-by-Side Register
Nine-dimension comparison
| Dimension | FedRAMP | GovRAMP |
|---|---|---|
| Initial Cost | $350k - $2M+ (by impact level) | $7,500 PMO fee + assessment costs StateRAMP PMO fees are dramatically lower. Assessment costs are additional but typically 30-50% less than FedRAMP equivalents. |
| Annual Ongoing Cost | $60k - $600k+/yr (ConMon) | $15k - $80k/yr (verification) StateRAMP ongoing verification costs are substantially lower due to reduced scope and reporting requirements. |
| Control Baseline | NIST 800-53 Rev 5 (Low/Mod/High) | NIST 800-53 (Category 1/2/3) StateRAMP categories map roughly to FedRAMP impact levels but with adjusted control counts and parameters. |
| Authorization Timeline | 12-18 months (Moderate) | 6-12 months (Category 2) StateRAMP's faster timeline reflects reduced documentation requirements and a more streamlined review process. |
| Market Access | All federal agencies (800+ orgs) | State / local / education (SLED) FedRAMP opens the $100B+ federal IT market. StateRAMP opens the $50B+ state and local government market. |
| Reciprocity | Accepted for GovRAMP fast-track | NOT accepted by FedRAMP One-way reciprocity. FedRAMP is the superset. StateRAMP does not satisfy FedRAMP requirements. |
| 3PAO Requirement | A2LA-accredited FedRAMP 3PAO | AICPA-licensed CPA firm or 3PAO StateRAMP accepts a broader range of assessors, potentially reducing assessment fees. |
| Assessment Standard | FedRAMP SAR + full SSP package | GovRAMP Snapshot or full verification StateRAMP offers lighter-weight assessment options for lower risk categories. |
| Program Maturity | Established 2011, 300+ products | Founded 2021, rebranded GovRAMP 2025 FedRAMP is mature. StateRAMP is newer but growing rapidly in SLED adoption. |
Section B. Decision Guidance
Which path to choose first
Choose FedRAMP first when...
- Federal agencies are your primary target market
- You need to serve civilian or defense agencies directly
- You want the strongest government security certification
- Federal contracts are in your active sales pipeline
- You want automatic reciprocity with StateRAMP/GovRAMP
- Your product serves agency-wide or cross-agency functions
Choose GovRAMP first when...
- State, local, and education (SLED) is your primary market
- You have a limited budget and cannot invest $500K+ upfront
- You want a stepping stone toward eventual FedRAMP authorization
- You serve K-12 schools, municipalities, or state agencies
- You need a faster path to a government security credential
- You want to build compliance maturity before tackling FedRAMP
Note C / Reciprocity Rule
One-way reciprocity only
FedRAMP authorization is accepted by GovRAMP for fast-track verification. CSPs with FedRAMP ATO can achieve GovRAMP verification with minimal additional effort and reduced fees.
However, GovRAMP verification is NOT accepted by FedRAMP. If you start with GovRAMP and later pursue FedRAMP, you must go through the full FedRAMP authorization process. GovRAMP work reduces your gap analysis and remediation effort but does not substitute for FedRAMP assessment.
Section D. Sequencing Cost
Cost of pursuing both
FedRAMP first, then GovRAMP
If you already have FedRAMP ATO, achieving GovRAMP verification is a fast-track process. Incremental cost is typically $5,000-$15,000 for the PMO review fee and minimal documentation mapping.
Incremental: $5k - $15k
GovRAMP first, then FedRAMP
GovRAMP does not substitute for FedRAMP. You must complete full FedRAMP authorization. However, the security controls implemented for GovRAMP reduce remediation costs by approximately 20-30%.
